added two missing fields, though I don't think I did it correctly.

@devinbalkind sorry missed this pull request.

I do not think these fields need to be added, as they are only relevant to the JSON version of the data. Datapackages should use the taxonomy_id to join to the taxonomy table not use taxonomy_detail and there is no need to add metadata as there is you should link to that taxonomy_term table from there.
