Update Open API links #408

From memory of the conversation you guys had at Wortley this is just a matter of updating the links in openAPI or swagger from 3.0_dev to latest when we go live

Clarification of scope:

In openapi.json, there are a number of links under the $ref keyword which are pointing to the 3.0-dev branch of the schema.

These will be updated to point towards the latest version before release.
