I am the lead developer for the Community Platform at the Urban Institute and was asked to review the current spec. I am wondering if XML will be an excepted format at some point?

As it stands OpenReferral will use csv files similar to the way GTFS files are distributed. If you would like assist developing an XML schema would be happy to accept your contribution.
