s390x Jammy builds fail #209

The jammy flavor builds on s390x architecture are failing on Travis. Here's an example failed build. All the other distros are working.

This happened last time around, so I'm skipping it.

The issue seems to be related to the Ubuntu APT Repo signing key:

This isn't flaky now, so s390x builds are available for 1.25.3.1-5
