Expertise API: ability to search a job by `entityA.memberOf` and `entityB.id` #152

This is required for TMLR so I can use cron job to check all the completed jobs, I would like to search the jobs by submission id and reviewers group: TMLR/Reviewers or TMLR/Action_Editors

One example:

GET /expertise/status?entityA.memberOf=TMLR/Reviewers&entityB.id=djtn42lx
