Withdrawal reversion: make sure all the committee group exists before sending email notification #1689

This is fixed in the NeurIPS 2023 venue.

Celeste, could you work on this issue?

We should check the existence of the group before sending the email in the Withdrawn_Submission and Withdrawal_Revision process functions.
