add build-conflicts script #1211

script to build conflicts between submissions and program committee members conflict policy:

  1. Institution section: get history within the last three years
  2. Relations section: get coauthor/coworker relations within last three years + all the other relations
  3. Email section: if institution section is empty, add email domains
