PC console Paper Status: Don't show SAC name as a property in the query search modal if there are no SACs #2100

If a venue has no SACs we still show seniorAreaChairs as a property in the query search modal.

related to #1973 and #1947

some sac consoles don't have seniorAreaChairName so a default value was added but the menu bar is shared between pc and sac console so pc console also get the default value
