Change rewriteVersion from 8.1.14 to current latest 8.9.8
What's your motivation?
For the longest time I couldn't figure out why me IDE was suggesting to open classes from 8.1.14 when looking for references.
With this change I hope to get away from those outdated suggestions.
Anything in particular you'd like reviewers to focus on?
Would this have any other effects? I'm not sure why we're pinned to this old a version, even if we can't depend on latest to prevent cycles.
