Migrate to micrometer v1.13.+

What problem are you trying to solve?

Micrometer v1.13.+ has some breaking changes that could use automated migration recipes.

• [ ] Prometheus Java client 0.x to 1.x upgrade
• [ ] Package change
• [ ] API changes

Have you considered any alternatives or workarounds?

For now we've pinned to v1.12.+; we'd need to undo that change to allow folks to move to v1.13.+
