Add Ontology Developer role #14

We currently have Data Standards Developer Role, which I don't think is quite the same thing.

Upon reflection, perhaps it is the same thing. The obo:definition of Data Standards Development Role is: "Development of ontology, terminology, code lists, etc." That said, I'm concerned the name of this role doesn't make this clear.

An ontology is a type of data standard, so it makes sense to me to have an ontology developer role that is a subclass of data standards developer role, it is more specific.
