Imported PURLs in ISF OWL docs are stale #694

All of the PURLs in isf-dev.owl and isf-full-dev.owl are redirecting to dead OCLC PURL URLs.

OBO purls get fixed here: https://github.com/OBOFoundry/purl.obolibrary.org/

The Internet Archive is currently managing purl.org. They also have a bunch of stale entries: https://archive.org/services/purl/domain/obo_arg Not sure if there is a way for us to update these since they're all under Carlo's account.
