As written, this is high impact, requiring changes to existing data, queries, and software. All VIVO sites use organization types. The resulting change would be large.
Parts of this work could be done as low impact -- adding organization types (see #737 for example), adding light-weight ontology above existing organizational types to groups types as "educational" or "health care"
Characterizing functions performed by organizations (funding raising, teaching, grant awarding) would allow significant flexibility in describing organizations.
Could also consider characterizing legal status of organizations as distinct from "type" But perhaps this is beyond the domain definition for VIVO.
Based on the experience of the community, the organization ontology can be refined, adding more organizational types, and creating some structure for the types of organizations.
Some of the current "types" are most likely functions and might be indicated in ways other than type.
