Move c4o:BibliographicInformationSource to be subclass of vivo:Database, not http://purl.obolibrary.org/obo/ERO_0001716 #728

From Jon Corson-Rikert We need this class to be in a classgroup, and since it's heritage is from VIVO, I'd rather have it a subclass of vivo:Database rather than http://purl.obolibrary.org/obo/ERO_0001716, which is not in a classgroup and falls directly under Information Content Entity (http://purl.obolibrary.org/obo/IAO_0000030)

Question: Is BibliographicInformationSource always a Database ? If not, we cannot make this change. This change will have impact on the DATA.

Some ontology changes will have impacts on existing triple stores. If the existence of the elements in existing triple stores is rare (1-5 sites, a few hundred instances) I have maked issues "medium". If significant training for many sites is needed to upgrade the triple store and rewrite queries, I have marked the issue "High". We can make any change. We should be very careful and conservative about making high impact changes.

I find no instances of BibliographicInformationSource in any of the data Dave Eichmann has collected from the VIVO sites.
