Upgrade to the latest skos release #736

We are currently using both skos 2004 and skos 2008 namespaces. Should consolidate on skos 2008.

Impact Medium.

Straightforward to update the triple store, some sites will have queries that specifically reference one or the other, but the changes to queries should be in prefixes only. Should not have to rewrite queries. Code may reference both versions of SKOS.
