Consider adding funding concepts from FRAPO #749

Today on the vivo-community list, Suzanne Pilsk at the Smithsonian Institution asked about identifiers for funders (as well as ISNI). I suggested that she consider using the FRAPO funding concepts in her VIVO, and I would also like to suggest that we consider these concepts for future inclusion in VIVO-ISF.

+1 for Cerif when dealing with funding and research administration.

@brianjlowe and I have worked with them and I will meet with them again in June.
