Lumen database data #272

Is it possible to use Lumen (previously known as Chilling Effects) as either a source for testing data, or perhaps surfacing links to it for resources known to be blocked by court order.

(It looks like it allows "Court Orders" and "Government Requests" to be added, but I can't actually see how I'd check in the front-end for, e.g., UK orders,.)

I think the best thing (other than looking at their API pages) may be to describe to uses we would want to make of their data and ask. I'm sure we could find a lot of ways to collaborate especially around domain suspensions / seizures.

I've emailed Lumen to see if we can discuss how we go about it. They're also listing a load of CTIRU takedowns from what I can see, as well as MHRA takedowns – if we can extract that it would be very helpful.
