Allow searching of ISP reports by URL #192

Can we add the ability to search for strings and substring in the URLs that are reported to ISPs? Ideally, searching for 'open' or 'pen' should return ISP reports about openrightsgroup.org, www.openrightsgroup.org, and opendemocracy.net for example

It would be very useful to be able to search for URLs in the ISP results page of the admin area. Alex has found that sometimes he thinks a certain URL has been reported multiple times but it is difficult to check that. Also, he thinks, but isn't sure, that the Scunthorpe problem might still be happening with sites including the word amateur often being blocked with no other indication that it should be. And a site that included the substring 'isis' in its URL was blocked.

This is different to #190 which is about filtering by an attribute in a fixed list of attributes that we've assigned to the URLs
