Set "Block does not match the ISP's policy" when site unblocked #228

It would speed up our work on the older reports if we used the site being unblocked to set the policy review data to "Block does not match the ISP's policy".

If this is not complex, that would be great!

I've got very close to completing all the reports and reviews, so this doesn't need to happen just now. However, it would be a good feature moving forward.

This is definitely doable. Should the flag be set when the system detects that a site is no longer blocked, or when an admin sets the report status in response to an ISP email?

I think if an unblock is detected within 1 or 2 weeks of the block, it is safe to assume the block was against policy and we can set the flag automatically, if it hasn't been set already.
