Create meta category: BBFC appeals #236

This meta category will consist of a list of sites, with these values:

Adjudication date
Adjudication content
Decision: site Blocked / Unblocked
Alternative URLs (eg www. etc) (or we check for a standard set?)

This list can then be presented on the public website somewhere.

This will be important when we start to push BBFC reviews their way. It would be good to have this information when the report is launched.
