Lower refresh rate on de0 nano board #97

I was having problems with my board and the original 64ms refresh rate. If this would be a problem for others we might want to include it by default.

Thanks! Patches are applied. I also pushed a follow-up patch to replace the [verilog] section with [fileset] sections, since I want to go in that direction with all cores
