This is a first-pass at stopping and tidying up safetab. I've discovered a few bugs along the way, which I'll fix, but before then I think it's a good idea to merge. This PR:

Brings safetab into line with python-action-template and recent work on reusable actions
Fixes the development environment
Drops setup.py and the editable-install
