Include co-piloted workspaces in requests index #278

Currently, we only list repos that a user is a ProjectDeveloper on.

For co-pilots, they are not ProjectDevelopers, and ideally should not need to be.

It would be good if we can include co-piloted projects/workspace in the workspace index.

This probably just mean job-server changes, to pull in any co-piloted repos as well as the current repos.

Flagging here just incase it comes up when this gets picked up but adding co-pilots would be in line with the new DAA.
