Airlock sends the new state change form submitted to returned to job-server; job-server needs to additionally handle:
1) on returned: notifying the author by email, updating the issue
2) on submit: checking if an issue already exists (i.e. it's a re-submit) and updating the issue (instead of creating an issue, as for a first submission).
