Create a Dashboard to monitor outstanding PRs #48

We can use the Metrics code to fetch data on outstanding PRs for the opensafely repo. This could be used to monitor whether the PRs we're raising for devcontainer configuration changes are being merged or not.

We should create a dashboard, similar to the existing PRs dashboard.

Requires #47 to be completed first

We aren't planning to automatically create PRs any more, so I'm closing this ticket.
