Autocomplete subcommands #1641

I paired with @cewalters today. We thought that it would be useful to have autocomplete for ehrQL's subcommands.

I think this issue is better associated with opensafely-core/opensafely-cli, as autocomplete should encompass the opensafely subcommands as well as the ehrql subcommands.
