Adding Projects into OSI #435

It should be possible to create a project (via the staff area) that contains the following information:

A project should also be associated with one or more users, so it should be possible to add existing users to a project from within the staff area.

Superseded by the integration of OSI into job-server.

OSI v2 required projects because users of the service will need to go through our IG application flow. We decided not to duplicate projects between this service and job-server due to the added complexity it would bring.
