Move the analysis/report code into a separate repo #476

The code for OSIv2 currently lives in with the medication-reviews repo. It should be moved out into its own repo. This code will provide the template for analysis requests.

Adding CI tooling/testing is covered in opensafely-core/interactive-templates#24 .
