new package: fuzzyjoin #132

This enables fuzzy matching for joins. For example matching dates within 3 days rather than matching exactly.

This functionality is now available in the dplyr package since v.1.1.0, but the version in opensafely is only v1.0.2.

I expect users will make requests for v1.1.0 over the coming months!
