Notify Slack on failure to build/publish #21

The current configuration will send a failure notification only to the person who last edited the line in the workflow that sets the scheduled run time.

This may not be what we want, as it's easy for those notifications to get lost.

The alert should go into the team-rex slack channel.

I think that this notification should apply to scheduled workflow runs only, as opposed to "someone opens a PR and it fails to build".
