Fixes #21.

This notifies Slack on scheduled workflow failures only. For runs triggered manually or by CI checks, only GitHub notifications are used, to avoid spamming Slack.

I think this needs the token secret moving to the organisation, instead of the repository where it's used, maybe.

TODO:

[x] create a Slack app token for this use
[x] store that as an organization secret
[x] request that the zuplo action is approved for use
[x] check that the failure reporting works as intended on Slack (checked by removing the schedule condition and deliberately breaking the two workflows for which notifications are added)
[x] remove deliberately broken code (for checking)
[x] reduce down to one or two commits
