Instrument BennettBot to record number of tech support requests #142

If this is trivial to do, we should add some instrumentation to BennettBot, so that we can record how many tech support requests we're getting. This will help us to understand how much pressure there is on the tech teams as we start taking on new projects again.

We need to decide where to store this data.

@ghickman I think you've done this now, given that we can now see the number of support requests in Grafana. I'll close this, but feel free to reopen if I've missed anything.
