General population no gp visit

1. Add a do-file to specify global options for running the post-hoc analysis (creating log, table/fig, temporary data folders)
2. Add match_running_second.py to match the exposed people to this new general population
3. Because now we matched to two different cohorts, amend a do-file 02c program to add a global option to specify input matched dataset
4. update project.yaml to generate a new cohort for general population without the exclusion criteria of no GP visit and add actions for formatting datasets and generating the descriptive table
