Part of upgrading pipeline to version 4
Version 4 of pipeline removes support for cohort extractor and the project.yaml file should not have an expectations section.

This PR came from a forked repo which did not have workflows enabled. Even after enabling the workflows and force-pushing, the check is not re-triggering. Using #141 instead might be easier.
