Update mealscount.com to new visualization / landing page #18

We want to update to the mealscount.com to reflect the new toolset / broader data set, so that visitors can see where we are currently at, and our partner can disseminate this tool to bring nutrition directors in.

Most likely sitemap would be:

  1. Homepage - Overview of project, links to participants (OSD, CFPA, SDHunger), links to code
  2. District Search / Detail
  3. Resources / Links - Links to github source, CEP and CALPADS data sources

We can probably run this off a github pages branch on this repo, as I am not thinking at this time we need to have a public operating tool to run (maybe in the future we can add that in, or even do like a lambda function or something to keep it minimal)

Update to this task - for now I want to just get a more simple "coming soon" type page in place, with some contact - us links (e.g. to osd, sdhunger, and cfpa).
