Add favicon, and some package updates for Linux install, minor change to dev-server.

@pmelendez2 Thanks for working on this!

There are a lot of files in the "files changed" that have not been changed at all. Perhaps you are committing a change of permissions (e.g. adding +x)? Can you please go through and clear up your PR so it is only showing changes to relevant files?

Hi Phil, I am going to reject his because you are doing a lot of permissions changes on all the files.

We still need a favicon, so if you can do this, please try to only submit the precise change for that feature and not touch any other files.
