Added functionality along with test code to extract data and metadata from CALPADs FRPM school district data in Excel file
Added sample CALPADs data file (with all identifying information scrubbed)
Tested on a Win64 system with Python 3.5+
Needs minor additions for error handling
Needs testing with additional data
