Make "Rerun Optimization" button when user has done a recalculation #96

After adjusting the groupings on an optimized run, it is not obvious how to get back to the optimization run by the system.

Ideally we have a CTRL-Z or history option,, but for now it might be good to have a "rerun optimization" button after a recalculation so users can go back to the optimization

Added a History modal that lets you select and load a revision from the same district in your browser session.

I also make it preserve the current School Numbers (enrolled, adp, etc) persisting in local storage until you hit "reload original"
