Add On-Boarding Page #50

We want an on-boarding page that has resources for incoming people

Additional Task: tag projects on website with technologies used.

In regards to boarding, I updated the readme to use Gitpod, and a docker image which should help with the dev environment setup. A new attendee should be able to just click the button and sign in with GitHub and the build process is done for them and they have vscode in the cloud with ubuntu. Let me know how this works for you all and what else needs to be done for boarding and dev environments

What type of boarding content were you looking for in regards to Jupyter notebooks / Data? We may have some content and resources that might be useful.
