Automated container builds #2

We should have automated container builds to coincide with the various Github (and pypi?) releases. It might make sense to have them be only for branches or tags with release (as opposed to inremental changes) haven't decided yet.

This is done (see https://github.com/openschemas/openschemas-python/blob/master/.circleci/config.yml#L106) I just forgot to close it :)
