Update 40-stash-cache-plugin.cfg #101

this is current name of the library. Old one was just a backward compatibility link.

@zvada @efajardo @djw8605 @matyasselmeci this change will affect all XCaches (ATLAS/CMS have symlinks in this repo pointing to this file). I just wanted to make sure this works for StashCache and CMS XCache, too

Tried it on the old CHTC stash cache and ran into no issues.
