Add requirement for XRootD 5.1.0+ (SOFTWARE-4431) #112

Includes #111 but I could split that out if you'd like. It'd just be nice to have the GHA for this PR

++ syntax and the XRootD SciTokens plugin requires at least 5.1.0. Instead of contorting the configuration, we're just going to add the requirement to the packaging and build thiis into upcoming.

Your gut was right @efajardo!
