Marking do-not-merge for now, as we still have to decide what to do with xrootd-lcmaps, as described in SOFTWARE-4476.

(@matyasselmeci suggested we wait for @brianhlin to weigh in)

Ah screw it, we can put the xrootd-lcmaps stuff in a separate PR.
