Allow setting the path to scitokens.conf #98

We let people do this for the Authfiles; we should let people do this for scitokens too.

Yep, $StashCacheAuthfile, $StashCachePublicAuthfile, $StashOriginAuthfile, and $StashOriginPublicAuthfile are all variables you can set (and we do it in docker-xcache or at least in the CI).
