Here's a draft letter. Edit this comment rather than making a new comment:

Dear ,

I'm pleased to invite you to the inaugural editorial board for the Software Science Journal (SSJ). SSJ is dedicated to disseminating knowledge about software engineering (see http://openscience.us/ssj/). In this journal, we plan to accept a wide variety of papers, include those in traditional and novel formats:

Your may ask, why does our community we need yet another software engineering journal?

Our answer is simple: traditional publishing houses have a strangle-hold on the publishing process, and it's time for us to take it back. As academics, we make the most contribution to these publications. As SE researchers, we volunteer our labor to write, review, and edit the papers. We staff the editorial boards. We even train the next generation of researchers to write the next generation of papers. Since we do most of the work, we should have most say on how this work gets disseminated. Our plan is to offer a full and free open access journal, then run town hall meetings twice a year to let the research community evolve our publication policies.

So this journal is an experiment, and we're excited to ask you to be a part of it.

We need your help to guide the journal in its early phases, and to shepherd submissions. Since the journal is just starting out, we expect that the submission volume will begin modestly. Additionally, a necessary step for SSJ to become a reputable journal is to have a reputable editorial board. That is why we are contacting you.

Cheers,

Emerson & Tim
