[META] MAINTAINERS.md refer to other MAINTAINERS.md

What is the bug?

MAINTAINERS format has undergone several iterations and many repos have an older format that duplicates text in RESPONSIBILITIES.md.

What is the expected behavior?

Standardize maintainers to this.
