I've updated the 'Review Pull Request' section to propose some additions.

Thanks for taking the time to review this PR, @peternied. As our goal is to be prepared to conduct open triage meetings, we want to make sure we are clear on how we triage and review incoming PRs. I'll create a separate section in the doc repo, and I look forward to your input on the guidelines that apply across OpenSearch. Thanks, again!
