Change the design of the Solutions panel to align with upstream OUI #3959

Is your feature request related to a problem? Please describe. This suggestion stems from an investigation into the Home plugin of Dashboards to audit the use of OUI and non-OUI components. While the Solutions panel extends OUI panel, there is no upstream OUI component that provides this sort of layout.

Describe the solution you'd like One potential solution is to change the design of the Solutions panel to align with upstream OUI.

Describe alternatives you've considered An alternative solution would be to integrate the current design into OUI. However, it may not be feasible at this point in time.

Given that the Home plugin is getting redesigned, this may not be necessary. Need more input @seanneumann
