Fix build script to allow maven image to be published for 3.0.0

Description

This is intended to fix main to allow the maven publish to work for alerting repo as per the failures logged in https://github.com/opensearch-project/alerting/issues/1599. This is only needed when we pass snapshot as false, which has been reported as false per the script run in the issue.
