Add ingest pipelines management to dashboards #867

Is your feature request related to a problem? Please describe.

Ingest pipelines are quite handy and supported by opensearch. But the management has to be done through the API, can't be done through dashboards as of 2.9.0

Describe the solution you'd like Add Ingest pipelines to index management tab

Describe alternatives you've considered

API usage: not user friendly
